Let  me specify a little, since there have been some changes since Joe
posted:

Tokitenku, changed shusshin-chi to Tokyo

Actually he is returning, he was East Jonokuchi 40 on Natsu Basho, and
was banzuke-gai on Nagoya Basho.

I   have a question: are Tokitenku and Nakanokuni counted in number of
foreign  rikishi?  They  have  Japanese  places  as shusshin-chi, so I
suppose  they  are  not included in quota of foreign rikishi. But this
way it's quite easy to trick out Kyokai's rules, isn't it? :)
