Try the official site of Japan's World Cup Organizing Committee:
http://www.jawoc.or.jp/index_j.htm. Their server has been EXTREMELY busy the
last couple of days, so I can't say for sure if they have an English link or
not, but you never know. As far as public opinion goes, I think a lot of
people are excited to be co-hosting the cup because of its international
prestige, but the professional league here has dropped in popularity
somewhat over the last few years. I have also heard that not everybody is
happy about the World Cup: apparently there are several businesses planning
to close up shop during the Argentina-England match for fear of rioting and
vandalism.
