You have three options:

Easiest is JSTV.  See http://www.jstv.co.uk/ .  Click on
"Customer service" for English version.  30 euros per month.
If your receiver cannot accept a CryptoWorks card, you may
need to buy a plug-in Conditional Access Module, or possibly
another receiver.  Powerful signal on Hotbird 5; an 80-cm
dish is sufficient in Germany.

You can also subscribe to NHK World Premium.

Signal is in PowerVu format; you probably need to
buy a Scientific Atlanta receiver for this, but there
may be a CAM available for your set.  Weak C-band
signal from PAS-10; you probably need a 3-meter dish.
