Yes, he could do the powerful dasinage as well at that time. But on
video he told that he had so strong power of upper half of the body
that he sometimes lost by uttyari.

Though I don't know whether you have already known the web site below
(Japanese language), it may help you if you have a time to view.
"Sumo wrestlers from colleges"

I don't know the answer but his highest rank was Makusita 30.

Main materials I refered to are as follows:
1) The web site "Sumo wrestlers from colleges" I mentioned
2) The series "Tosiyori myouseki no daidai" on the magazine "Sumo"

I heard they are cousins even though the one is much older than the
other. There was the source on page 153 of the 1994/10 issue of the
magazine "Sumo".

When was the period that Dewanohana 2 held Dekiyama?

I think the old man was probably Sionoumi.
The users (not always holders) of Dekiyama are as follows (from
Musasiyama):
10th Musasiyama (1939-1943)
11th Fujinosato (1943-1947)
12th Sikainami (1947-1950)
13th Sionoumi (1951-1983)
14th Kurohimeyama (1983-1988)
15th Dewanohana (1988-)
