[Shikona Question] Naruto

Hello linguistic fans,
hello other Japanese-well-knowers,

is there a special reason why the toshiyori Naruto is called with this
name? It's not just a surname but means also "maelstrom". Was it the
very first Naruto's name or a shikona chosen by intent, meaning the
second? I know too few (nothing) about him who gave his name to the
toshiyori, but I'm really interested in (t)his story...
