If "foreigners" are "the people who have foreign citizenship",
Retired: Toyonisiki, Takamiyama, Konisiki, Akebono, Ryuudou
Active: Musasimaru, Hositango
at least the 7 rikisi were naturalized in Japan as far as I know.
