Unfortunately there is no "complete" list of Ozeki, simply because very few or no banzuke before approximately 1757 are
available.

However, the most complete list (in English at least) can be found on Stefan Gelow's web site. Go to the below link to
find a list of Ozeki from 1757 to 2000/7 (Only Kaio, the 234th Ozeki since 1757 is missing there):
