His highest rank was certainly makusita 23 but he is the second son of 
11th Hanakago (Oonoumi). 
It was probable that even the people who haven't been rikisi could OWN 
myouseki at that time (of course they couldn't USE the name), because 
11th Hanakago's wife owned Hanakago myouseki for a time owing to 
disgraceful resignation of 12th Hanakago (Wajima). Therefore it is no 
wonder the son insists that he is the owner of that myouseki, but I 
don't know the truth.
He also sued the present Hanakago (15th, Daijuyama) about the 
ownership of the Hanakago myouseki but lost in 1998.
