Makuuchi dohyo-iri at Kotonishiki's danpatsu-shiki

Hi, I was looking at Kintaro's excellent pictoral of Kotonishiki's 
danpatsu-shiki, and a question flew into my mind...

Was the Makuuchi dohyo-iri done from the banzuke from Natsu basho, or was it 
a clue to the Makuuchi newcomers/returnees for the Nagoya basho?

Just curious.
