TV Japan has a web site - http://www.tvjapan.net/
which has some English section but daily programming
guide is in Japanese only.
 
Those in Europe with JSTV can check
http://www.jstv.co.uk/ but again the daily programming
guide is in Japanese only.

As for Rogers, I asked them sometime ago that they
were working on "secondary audio" on their digital
channels (TV Japan is on one of those channels - in
Toronto it's Channel 607) but they said there were not
many programming to make it worthwhile but they have
now several foreign languange stations including
Deutchwella, Odyssey, Fairchild and Indian and Arabic
language stations.
