Re: Gyoji promotion? What criteria are used?

I checked the 5-man playoff at the '96 Kyushu basho, and these were the presiding gyojis:

Match 1: Musashimaru-Wakanohana Shikimori Inosuke
Match 2: Takanonami-Kaio Shikimori Inosuke

(Kettei tomoe-sen between Musashimaru, Takanonami and Akebono, who drew the bye)

Match 3: Musashimaru-Akebono Shikimori Inosuke
Match 4: Musashimaru-Takanonami Kimura Shonosuke

It's not a case here of Kimura Shonosuke necessarily returning for the final match of the playoff, since the kettei tomoe-sen would have continued if Takanonami had beaten Musashimaru.

This was what happened at Kyushu '96, I have no idea what the official rule is for gyojis in multiple playoffs.
