I won't add more to what Doreen wrote as she clearly
explained the role of okamisan but what I do is to
look at this thing from another perspective.

I tend to look at these sumo heya operations as
something like having a family business owning a
franchise of a chain - in this case the chain being
the kyokai.

Basically the owner is the oyakata who also has a
pretty active and resonsuble role in the operations of
chain.  I think all of director level and equivalent
oyakatas spend well over 50% of their time performing
the kyokai business.

The one I feel the worst job of all is that of Jyungyo
Director, currently assigned to Futagoyama oyakata. 
Even during hon-bashos, he needs to take care of
Jyungyo business that start immediately after the
basho ends.  He needs to make rounds to visit local
civic officials, business leaders and supporter club
members.  He needs to do the PR, ensure all
infrastructures have been set up, rikishis
accomodation, transportation and their appearences to
publicize the event.

Now he gets a lot of help from other oyakatas and
kyokai officials - for instance doing PR or getting
rikishis in and out of each city as one or two
oyakatas are assigned for each Jyungyo city.  But
eveyone knows who is in charge and who gets the most
blame when something goes wrong even when a yokozuna
gets injured and misses the tour.        

       
The tours take him considerable time away from his
home, heya business, family and teaching the recruits.
 The job can only be done by an oyakata with a large
base of supporters both in and out of their heya.

In case of Futagoyama oyakata now, I really feel sorry
for him as how can he find the time to patch up all
the troubles with his wife and come up with a
reasonable settlement or even talk to his sons about
his and his wife's future.  The job takes a toll
eventually.
