When the Kyokai decided to put the names of juryo and makuuchi yobidashi on 
the banzuke, they presumably thought it unfair to omit the names of the 16 
employees who had previously been rikishi.  So the wakaimono-gashira and 
sewanin were put in above the yobidashi names.
