Some are likely to be either injury or a combination of lack-of-ability plus
injury

It is common for quite a number of youngsters not to be able to hack it in
sumo.

My guess would be that the 16 year olds fall into this category.

For the 20 year olds an element of seeing that they are unlikely to make it
is probable

For the 22/23 year olds I am sure injuries play a role.
