No Futagoyama rikishi has ever been implicated up to
now and they are generally considered clean. 

Personally I think Takanohana just didn't have a heart
to go all out and embarrass his elder brother in front
of millions of people.  It's really tough to go
against your heya mate when the yusho is on line.

But when Wakanohana and Takanonami won their yusho,
they were pretty formidable so going against not 100%
Takanohana they did have a chance.

Often a yusho rikishi has their own momentum going for
the 15 days and they become invincible for whatever
reason.  I remember Kotonishiki's last yusho and he
was just about perfect and sure enough he cannot
replicate that effort again.  

This last basho Muso could have been fooled by Kaio's
half henka on the last day but no matter he just
bulldozed in and never let it bother him.

Sometimes a rikishi loses as if he is not putting too
much effort in but in those bouts, chances are the guy
is actually hurt somewhere and is not 100%.  I imagine
if both rikishis are on yaocho, at least they would
put out a good show so people won't suspect it so.  
That's why I suspect Itai's yaocho rikishi list for
the Hatsu Basho as he is out of sumo and no real
connection to the sumo world except he operates a
chanko restaurant.  And often the only people know
about it is the rikishi(s) involved and their
tsukebito.
