It's not just "Chinese". It's a new year in the lunar calendar.
It's Tet for Vietnamese community, celebrated on February 5, 6, and 7 this
year.

Some annual events in Japan are based on the lunar calendar and it's
basically the same as Chinese or Vietnamese lunar calendars.
