I think the current Wakanohana will take over the
Futagoyama Beya from his dad. First he is a yokozuna
and two, he is the eldest son. Takanohana can split
from the heya and start his own - possibly Fujishima ?
as the two have joined and I believe the current
Futagoyama oyakata owns the stock. I am sure he can
take several rikishis with him and the Kyokai will
definitely will go along with his wish if he decides
to take the route.
One caveat is that Wakanohana's wife has so far shown
no interest at all in becoming an 'okamisan' so
knowing Wakanohana's personality he may even not stay
with the Kyokai.

Chiyonoyama actually was a revolutionary. Dewanoumi
Beya had a long standing tradition not to permit any
rikishi to split and start their own heya. Chiyonoyama
was under so much pressure not to go independent but
he was so determined that he left the Ichimon
(actually more like got kicked out) and then went over
to Takasago oyakata to negotiate joining their Ichimon
as Kokonoe Beya.
Without Chiyonoyama, we would have far few less number
of heyas and freedom to start a new one - the latest
being Kushimaumi/Tagonoura oyakata.
